The Regional Workshop on Best Practices for Safeguards Reporting will be held in Addis Ababa, Ethiopia from July 28 to August 2, 2019. This workshop will familiarize participants with tools which facilitate international nuclear safeguards reporting to the International Atomic Energy Agency (IAEA), as well as IAEA safeguards reporting requirements and Complimentary Access (CA) procedures. The workshop will provide a regional forum for countries to discuss and share experiences regarding fulfilling their reporting obligations to the IAEA.
The workshop is set to reach out to the relevant stakeholders in each of the invited countries describing:
Creating/basic of legal framework (Nuclear law, relevant laws, regulations, etc);
Creation/enhancement of national regulatory framework;
Establishing a national State Authority with a clearly defined State system for accounting and control (SSAC) of nuclear material function, and reporting obligations;
Installing and enhancing national competencies essential for safeguards information management;
Outreach on assistance available to countries to support their efforts in establishing and enhancing safeguards related infrastructure.
Furthermore, the workshop will provide information on reporting obligations under a Comprehensive Safeguards Agreement (CSA) and an Additional Protocol (AP) as well as discuss best practices for outreach, information management, stakeholder identification and engagement, communication, developing nuclear material inventory reports, submitting AP declarations, open source searches, and facilitating IAEA inspections and complementary access.
